The Arkers
Arkers, or Sky People, are those who are descendants of humans who survived the nuclear apocalypse for 97 years. They reside in what is known as The Ark, a station that is orbiting in space. For nearly a century they have been surviving on limited resources and with extremely strict laws. One such law being that each family was only allowed one son or daughter. This limited the population on the Ark to ensure that there were not too many people. The only family who seemed to successfully break this law for some time was the Blake family, until they were eventually caught.
They are governed by a Council that is responsible for making executive decisions. It is led by the Chancellor. Project Exodus was a plan set by the Council for the eventual return to Earth once they knew their resources would inevitably return. They had laws already set in motion for when they do return.
All crimes in the Ark were capital and criminals were executed immediately. This was done by 'floating them', meaning that they were released into space. Those under the age of 18 were sent to lock up until they reached said age and were given a trial. If found guilty, they were floated. One hundred of these delinquents were sent to Earth to see if it was survivable and were promised that their crimes would be pardoned.
The Guard was the security team on the Ark and were in charge of reinforcing the laws that were expected to be followed by all Arkers. This included surprise inspections of the Sky People's living quarters and standing guard during council meetings. They worked toward law enforcement and providing protection for those in the Ark. They were also responsible for carrying out punishments for criminals and floating them when found guilty. Guard cadets are responsible for chaperoning public gatherings, i.e. dances. The Guard wear a special uniform and are equipped with weapons to use when necessary.
The Sky People like to celebrate the holiday called Unity Day in which they give thanks to the people of the 12 space stations that were still active during and after the nuclear war. These 12 stations in an unspecified year came together because they knew that life would be better together. Unity Day has been celebrated presumably every October 1st since this event.
They are able to metabolize high amounts of radiation as a result of advanced genetic engineering and living in space for a prolonged period of time. This ability to filter radiation with no effects on their health makes them essentially immune to any form of radiation poisoning much like the Grounders.
